Uzbekistan considers plastic bag ban
Starting 2027, Uzbekistan plans to prohibit the production, import, and use of plastic bags, as part of efforts to promote environmentally friendly alternatives. The initiative aims to encourage the adoption of biodegradable and eco-friendly packaging solutions. This proposal is outlined in the State Program for 2025.
According to statistics, 400 million tons of plastic are produced globally each year, and projections indicate that this figure could double by 2050. Plastic bags alone pose significant harm to the environment and human health. Taking these factors into account, the State Program for 2025 includes a project to phase out plastic products, particularly plastic bags. By 2027, such plastic bags may no longer be in use.
It is planned to introduce an Extended Producer Responsibility (EPR) system for manufacturers and importers of plastic products. This system will hold them accountable for the environmental impact of their products throughout their entire lifecycle.
Depending on the type, plastic products take anywhere from 50 to 500 years to decompose. However, that is not the full extent of the issue. Studies have shown that as plastic breaks down, the toxic elements it contains pose serious risks not only to the environment but also to human health.
Once the project is implemented through legislative measures, those who violate the regulations will be held accountable in accordance with established legal procedures.
The draft document is expected to be developed by September 2025 and submitted to the Cabinet of Ministers by November 2025.
