Uzbekistan will have less bureaucracy starting 2021

From January 1, 2021, reporting and document flow between government agencies and organizations, as well as their structural units will be formed and carried out only in electronic form. Until March 1, 2020, all employees and heads of state agencies will be provided with electronic digital signatures.

This was stated in the decree of the President of Uzbekistan "On measures to further reduce bureaucratic barriers and introduce modern management principles in the activities of state bodies and organizations."

The analysis showed that the state organizations still retain outdated bureaucratic methods of work, including the low level of introduction of modern information technologies in the document flow, a significant amount of paperwork, as well as the conduct of numerous non-practical meetings and meetings.

In order to eliminate bureaucracy and improve the efficiency of state bodies, it is planned to introduce a number of innovations.

Officials will be taught time management

Within two months, the Academy of Public Administration under the President will develop a “Time management” training program list. The program will help managers to effectively manage their own time, effectively conduct meetings.

Number of interdepartmental collegial bodies are to be abolished

On January 1, a number of interdepartmental collegial bodies established by acts of the President and the Government will be abolished. The powers of some of them will be transferred to relevant state bodies.

Executive authorities will also undergo reformation

The resolution approved the transfer of certain functions and powers of local executive authorities to territorial subdivisions of state administration bodies (the list will be published soon). In addition, from 1 January, some functions and powers of local executive authorities are excluded.
